How this works
A brief on the procedure
Each proposal is filed as a publishable article, with abstract, full text, declarations of interest, and supporting documents. A clinical safety review is required where the proposal touches patient populations, and the review itself is filed as part of the record. Proposals enter deliberation, then second reading, then execution; reserve allocations require supermajority procedures specified in the operating agreement.
All votes are recorded on Cardano. Standing tokens — VNTY, CRED, HEAL — confer different weights under category-specific rules. Deliberation occurs in the community forum under the proposal’s own thread, which is filed against the proposal’s primary key for the historical record.
